Rómulo Gallegos, president of Venezuela for 9 months in and directly, secretly and universally elected by the Venezuelan people, is an example of civilism in Venezuela, with principles that he demonstrated in his literary work and in his political career. He went into exile on two occasions and his life was not exempt of tragedies. He was both a protagonist of Venezuelan history and culture in the 20th century and of the birth of democracy in the country.

His administration was characterized by the search for an autonomy and strength of the organization to address the numerous human rights violations in the region, a need that remains intact today.
