[edit]On June 13, , Del Rosario was born in Bantayan in the Philippine province of Cebu. His parents were Pantaleon del Rosario, a farmer, and Benita Villacin. Being four years old when he was in first grade, he went the University of the Philippines after graduating from the Cebu High School. He was nineteen when he completed his first undergraduate degree, a Bachelor of Arts from the University of the Philippines in [3] He obtained another undergraduate degree in civil engineering[4] from the same university in Del Rosario then taught his alma mater for some time, after which he left for the United States for further study.
